Keanu Reeves is a really intense cop guy and he has to work with Gary Busey who all the other cops make fun of- possibly for his face.

Gary Busey shares his theory that the Dead Presidents, this crime group robbing banks, are actually surfers. He makes Keanu pretend to be one. 

He uses Keanu magic to seduce a hot short haired lady into teaching his noob ass how to surf. Eventually he gets in with her group of friends led by Patrick Swayze, a really big hippie who's about living on the edge through extreme experiences. Basically a Colorado bro.

They kind of have a bromance because they both like being really intense guys who surf at night and almost crash into the earth skydiving. Eventually though, Patrick Swayze realizes Keanu is a cop. 

Lots of sad stuff happens at the end like Gary Busey gets gunned down and Patrick Swayze loses one of his friends but maybe he deserved it because he used the short haired lady as a hostage?

Patrick Swayze escapes but Keanu finds him later in Australia and lets a mega wave end him.
